Meeting Minutes

The Parkersburg Bike Advisory Board met for their regularly scheduled meeting on Tuesday, June 15th 2010 in the Executive Conference Room at 1:00 p.m. with Mrs. Jones presiding. A quorum was present. Members Present: Ann Conageski Tracy Higgins Candance Jones Tracy Newberry Fred Rader Keith Roberts Roger Sheppard Bob Wright Rickie Yeager

Members Absent Randy Durst Greg Garrett Peter Kotses John Leavitt Rodney Smith Kim Coram

Next meeting is scheduled for Tuesday, July 20th 2010

1-2. Call to Order and Roll Call Mrs. Jones called the meeting to order at 1:00pm and a quorum was present.

  1. Approval of Meeting Minutes from May 2010 Mr. Wright made a motion to approve the minutes. Motion was seconded by Mr. Rader. Motion passed (9-0).

  2. Development Staff Report Mrs. Conageski told the Board that she and Mr. Yeager were trying to schedule a date for the Bike Safety Awareness Day. Once a date is set, Mr. Yeager would inform the Board.

  3. Old Business

A. McDonough Foundation Funds Mrs. Conageski said that she had received the $5,000 grant. A general discussion ensued about how the funds should be used. It was generally agreed upon that $2,500 should be set aside for the Safety Day and the development of a Public Service Announcement. The other half of the grant could be used to install bike racks around town and purchase signs for the CrossTown Bike By-Way. Mrs. Conageski said that she would check with Public Works to determine how much the bike path signs would cost. Mr. Newberry said he would identify places in City Park that could use bike racks.

B. St. Joseph Hospital Bike Rodeo Mr. Yeager asked if the Bike Rodeo had already taken place. Mrs. Jones said yes it had.

C. Bicycle Code Update Mr. Yeager suggested that the Board create a subcommittee for the purpose of rewriting the City’s bike ordinance. Mrs. Jones made a motion to create the subcommittee. The motion was seconded by Mrs. Conageski. Motion passed (9-0). Mrs. Higgins said that rewriting the ordinance should not take very long, because she had done most of the research already. Mr. Yeager asked which members would like to serve on the subcommittee. Mr. Roberts, Mrs. Conageski, Mr. Newberry and Mr. Sheppard agreed to participate on the subcommittee with Mr. Yeager and Mrs. Higgins. Mr. Yeager said the group would prepare a draft ordinance and then present that to the Board for consideration.

D. Bike Awareness Day A general discussion ensued about who could/should participate in the Awareness Day. Mrs. Conageski said that the ARC had agreed to give away free helmets and that the Parkersburg Bicycle Shop would give free safety checks. Mrs. Jones said that St. Joseph Hospital would be able to contribute as well. Mrs. Jones also recommended that Development staff contact the other bike shops in town to see if they were interested in participating. Mr. Yeager stated that once a date had been confirmed, he would inform the Board. The event will be held at Homecrest Manor Apartments.

  1. Any other business that may come before this Board Mrs. Higgins updated the Board about the CrossTown Bike By-Way. She presented the group with several maps and supplemental materials that inventory the route. Mrs. Higgins asked the group to pay special attention to where signage had been proposed. Mrs. Conageski said that there would probably not be enough money to purchase all the proposed signs and asked that the group prioritize where signs should be placed. Mr. Sheppard said that the Blennerhasset Bicycle Club could ride the path and identify where signage is needed.

A general discussion then ensued about traffic issues and bike safety in the City. Mrs. Conageski said that the MOV Health Department had received a substantial grant, and that monies could possibly be used for things such as complete streets, etc.
